If you want to control the voltage going to the fixture, you can go to ebay and find many Buck Boost regulators that can take whatever battey voltage you have, and put out any fixed voltage you want. Simple buck regulators (will only lower voltage output) are in the $2-3 range Buck/Boost (will raise or lower to a fixed output voltage) regulators in the $5-10 range.
For most applications; simple diode or resistors are fine.
