A few yrs ago I bought some $5 led panels straight fron china. and they started blinking shortly after receiving 14v charging voltages, didn't last no time till most of the 36 burned out.
The good regulated bulb(panels) will handle 14+ volts no problem,....burning over 2 yrs now, and carry a lifetime guaranty.
