I need to know more about those lights before I can answer. How do you know they are 11 volt devices? Was there a "Wall wart" or "Brick" type power module with 120vac in and 11 vdc out for example?
I have run LED's on lower voltage but tend to avoid higher voltages but....
Feed them properly, note the current. Now, for emergency lighting pick a voltage (12.8 is OK) you can then do this
Voltage-11 (1.8) = voltage drop
1.8/current (NOTE: ma is .001 a) = R
So if say they draw 25mA you have 1.8/.025 = 18/.25 = 72 ohms.
