1998 Onan Microlight 4000 hard start. New Carb

I have a 1998 Onan Microlight 4000 generator. It takes a while to start if I just try and start it from inside or outside via the starter switch. When I give it gas manually it will start just fine but will not even after it is warmed up unless I give it gas manually.

I have a brand new carb on the generator. I think its an adjustment but I am not sure which one it is that I need to adjust to fix the hard normal start issue.
