I don't think they should be vilified. But I do think they should help find a solution.
The more people looking for viable solutions, the quicker one will be found and implemented. Just voicing the issue and washing your hands of it doesn't fix the problem.
FEMA obviously is lacking in finding a solution since they are repeating the problem. So, maybe an outside organization could provide some options.
