Imperfect world. You do the best with what you have. If the risk can be eliminated/mitigated by simply opening the windows then that maybe that's a viable alternative. Govt should disclose info and let the homeless make the decision.
I've scene local govt close down homeless shelters because somebody complained that it was old building that had lead based paint - pretty sure the homeless would have voted for the facility to stay open. As stated - you do the best with what you have.
