ac and 12v power issues

I have an 06 Fleetwood Southwind on the Ford F53 chassis. I'm having a power issue in that my batteries aren't charging when connected to shore power and I only have 120 to my GFI in the bathroom and the microwave.

I thought maybe the wfco converter was bad so I went through the process of figuring it out. I metered the outlet the converter plugs into and theres no power to it. I checked and cycled all of my breakers and fuses and still no luck. I'm probably wrong on this but shouldn't the converter have direct ac power like the micro and GFI? I'm running out of talent and might cave and take it in soon...

    converter fan came on , then off
    so there was power to the converter, fan does not run from battery

    disconnect batteries then check for 12v power inside rv , from converter running on shore power or genset power

    I'm plugged in to 30 amp. I also checked the cord to make sure it had power. Checked the transfer switch and half the leg is dead there. Looks like the transfer switch is the culprit. Time to start learning about intellitec transfer switches.
