5 minutes is all you need for the Head pressure to equalize. You have a BAD compressor. After running it is overloading ,and kicking out the overload switch at the compressor. Once it resets, it is kicking the breaker because even with the Start Capacitor, the compressor is locked up. Once it completely cools down, it will probably start but then go thru the shut out cycle again. Your voltage is within spec. Doug
