Where would I connect the multimeter to measure? Sorry I'm new to this.
Leave the breaker on that feeds your receptacles in the RV and stick the meter into one of those. If there is low voltage, it will be low everywhere in the RV.
For those with inrush current concerns, a breaker can withstand a decent amount of current above its rating but only briefly. It's the continuous running current that is the primary concern.
