Driving down the road without four safety chains from truck to trailer is illegal in Michigan (and most other states that follow the uniform federal DOT laws), but I've NEVER seen a travel trailer or fifth wheel hooked up with four chains. Two chains to the receiver and two chains to the outer most point on the bumper.
