Adding enclosed heated underbelly. Can it be done?

Old waterbed heaters worked for me, then the braided stainless steel heat tape you can cut to length, screwed 1 1/2 pvc ( think brick moulding) to the frame then fiberglass, added 1 1/2 plnk foam, then coroplast. no need for ducting.
