Actually adjustable voltage and in some cases adjustable regulated current power supplies DO grow on trees, and you find those trees at Electroincs supply stores and ham radio supply stores and educational supply stores.

But that is not what you want.. What you want is a LiOn/NiCad battery charger.
The reason you want a charger.. The GP Power bank I use is a fully automatic Lion/NiCad charger it is not unlike the 3 stage converters we use for 12 volt in that it monitors the battery state of charge and shuts off (And indicates) when full also each battery is independently monitored. This is the best kind of charger and the one I use the most. Alas, I have no idea where to get another these days.
The ones below I have not actually held in my hand so I can not rate but some of the chargers you are warned "Do not leave plugge in more than xx hours" Those. I'd rather avoid, though my 4=slot is of that kind.. Reason, Well, If I need to charge a bunch I use it for a few hours then switch to the Power Bank.

I have a GB-Power bank dual AA charger which I have modified to hold AAA as well (simple insert to make the samller battery fit)
And another the brand of which I am not sure that can charge two pair of either AA or AAA (or one pair of each) It is a major brand name liek Ray-O-Vac.
You can find these at Wal-mart (Well not the power bank) Home Depot, Lowes. Best Buy, Many drug stores, Radio Shack, most anywhere that has large displays of batteries.. oh, and of course, Batteries Plus stores.
