Phil for a smaller solar set-up PWM beats MPPT by miles for cost since you can get a perfectly good controller for $20 on eBay instead of a $102 Eco-worthy MPPT.
Once you get that now you want the most Isc rating per watt from your 12v panel because you will get Isc as your amps. Now look at mono vs poly for Isc per watt and usually poly has more. Eg on a 100w panel, poly will have 6.3 amps vs 5.5 or whatever for the mono. Never mind milliamps at dawn!
That's all there is to it. If you can get a special deal on mono's for the money that will make up for that Isc amps difference and resulting AH difference per day, every day, fine. They both use the same $20 controller.
