Hi, Asking for a friend. What would cause * all * the breakers to blow? This is for someone in Florida in a 5th wheel.

You can't adjust the freon in a roof top unit. It's sealed from the factory. A 5, 10 or 15? A 5, 10 or 15 what?
If the roof A/C is not functional, replace the roof A/C. This 5,10,15 thing leaves me questioning the competency of the service person.
