What you are likely seeing is the voltage across the tail light filament. Instead of finding a ground to return to the negative, the filament drops 10.39 volts across the thin filament in the bulb, and the other remaining voltage drops across the thick filament and goes out to another thick filament on the positive side, through that, and finds ground.
I bet when you take the lens cover off you will see a faint glow on the thick filament proving that the ground connection to that bulb is faulty.
If you look at your rig when it is dark outside, you will likely see the faint glow on another lens at the back.
