There are zillions of TTs on the road with the same rated axles on similar GVWRs without issues, but axle problems do happen across brands. What is different about Jayco TTs is that they have BAL frames, not Lippert. Axles should be Dexter. You might try calling either Dexter or BAL and talking to a tech. If you go to the Jayco forum, it sounds like axle problems are a bit more common than you'd think. The BAL frame is a good frame and not sure why they'd go and use poorly designed, substandard axles on them? Dexter are now joined with Al/ko and are called Dexko but axles are still run separate under Dexter. Dexter axles can be found here..
If the axles are at fault, then upgrading to a higher rated one would be a good idea. We have 5200 lb axles on our TT and would normally come with 3500 lb ones. If you upgrade, you could have to upgrade the wheels to 6-lug as well which adds more cost. You should be able to get 3500 lb axles with a 3" diameter tube instead of 2-3/8" and your 5-lug wheels can be used. Getting bigger 12" brakes is also a good thing. Note that axles are supposed to have camber in them - an upward arch in the center. If the axles are bent, get new ones instead of having them re-arched. They don't cost that much and can even install them yourself. Al-ko still has their website which has some good info. and is here.
You need to figure out why the damage is happening. You might go to the Jayco forum and ask about it there. A sample thread from that forum on axles is here. Related things you could do include using load range D tires (always run at max sidewall psi), installing Dexter equalizers + wet bolts and maybe even installing shocks. Please post what you find out and end up doing.
