What do you mean by 'back pressure in the city water connection'?
If you are connected via a hose then water from hose bib flows into rv thru city water connection. IT will pressurize rv plumbing system when there is no demand (faucet.shower.toilet etc).
IF no flow/or limited flow then the internal check valve (part of city water connection assembly) is jammed restricting or stopping water flow.
If water is coming out of city water connection when not connected via hose and water pumpo is running then again that check valve is bad
