OK I'm confused. If you have 50 psi to city water connection and you are not getting 50 out, yes that's some type of restriction. And that might be a good thing for you. Manufacture might have a regulator installed in the line or aerators might be plugged or you might have low flow shower head that restricts water or something else.
Explain more in detail so people can help you.
