Batteries not charging from power cord.

Hello all, been reading on the forums for a while (tons of good advice for a newbie like me) and thought I might find some help with an issue I've been having for the past few days.

My batteries are not being recharged while I'm plugged in to AC power. I recently bought an old Class A 1994 Fleetwood Bounder and have noticed that the small panel near the entry door that normally has a tiny red light when the I'm connected to AC power is not lit. When running my air conditioner or other appliances my batteries are slowly being drained, I generally started to notice it when my interior lights were so dim that I couldn't read.

When I flip the tiny switch on that panel (panel reads for Battery Voltage, Solar Panel Current, and Output Charge Current) it reads as follows:
Battery Voltage - 13.70 (but I have my RV engine going so that the battery doesn't drain on me while I plug the laptop in to type this)
Solar Panel Current - 0.00 (but it's 9:30pm so very dark out tonight)
Output Charge Current - 0.00 (I'm assuming that's the current that should be charging the battery)

If I disconnect the extension cord from the RV's power cord my outlets do not work (these don't seem to work off of just battery power), but if I reconnect the extension cord my outlets do work. That tells me (or I think it does) that I'm at least getting AC power into my RV. I checked the positive and negative terminals at my inverter (I'm assuming that the metal box with the thick wires in my galley floor labeled Inteli Power 9100 Power Converter is the device I should be checking) and it read steady at 12.0 DC.

During the day if I don't turn on any appliances inside the RV my batteries will slowly charge back up, I'm assuming this is from the solar panels. So that's at least telling me they "can" charge.

I would appreciate any advice you guys have.

Please keep in mind I bought this one used, and there is no documentation and I had no instruction at all on how to operate it. I'm a complete newbie here, but willing to learn and not afraid to get my hands dirty.

(EDIT: I probably should note that I've had this sitting next to the house for several weeks while I do minor repairs to the interior (patching holes, changing out paper towel holder, etc...) nothing at all major or involving the electrical system other than trying to get the generator to start. It's been connected to the AC power of my house that entire time and seemed to do fine until this happened. As for trying to start the generator I have just been cleaning the carburetor and pushing the start button to see if it starts, no fooling with wiring or anything like that.
