If plugging in devices makes the outlets usable, the first suspect would be a loose wire in the circuit of outlets or a failed outlet. By inserting a male plug, you are establishing the failed continuity of the circuit. When you remove the male plug, continuity is lost.
I think he means the outlets work when he plugs the RV into shore power.
