This is super unfortunate and all the reason to have a Pre-purchase Inspection done prior to finalizing payment for a coach. We often have to ask for keys or door codes when conducting Pre-purchase Inspections and sometimes the dealership cant find them. As most know with the Mercedes chassis (which are awesome) dealerships can't do any work on them and must send them to Mercedes for work. The fact of the matter is the only thing a dealership is really held to is making sure the detectors work and the correct fire extinguisher is inside. The RV industry is under regulated. Dealerships do no all abide by the Department of Transportation or Highway Safety guidelines or the National Electric or Fire Code.
