I went and looked at the Baliy (before I saw Pianotuna's post).  Short version:  I didn't buy it, although I did not rule it out.
Longer version:  It started fine the first 3 times, and maybe the sixth time.  Other time, including the last 5 or 6, we tried to start it and it got very close but not quite.  It seemed to miss a bit when running, but none of the 3 of us (seller, me, and my dad who went with me) knew enough to know if that was normal.  It ran my freezer and microwave happily.  It is louder than my van idling (!).
Seller said the gas in it was two years old, except the half gallon he topped it off with , and he felt sure it just needed fresh gas, spark plug cleaning and maybe carb.  I said well, do you wanna do that and call me?  He said he would.
I did not notice rusted screws but I didn't look at them.  It was a zillion degrees in seller's driveway.  He seemed like a good honest guy, talked openly about why a Honda might be better for me.
It never rains but it pours -- there are now two local Hondas for sale!  I will check them out.
One thing I learned from the Baliy is I definitely need electric start.  Anybody know how reliable the electric add-on kits are for Hondas?  Pianotuna sounds happy with his Yamaha one.
