Probably not. One way to tell if the bolt came out of that hole would be to insert it and turn. You should be able to feel if the end of the bolt "rockers" over the broken shaft remaining, when there is the appropriate clearance between washer and casting.

What is the grade of the bolt, is it stamped on the head?
