I think you'll find any reasonable solution will put you well towards the cost of a new panel. You might be able to find a piece of acrylic (Plexiglas) or polycarbonate (Lexan) to cover the entire panel, and caulk it around the edges. But anything you do is going to reduce the efficiency of the panel. I wouldn't trust any tape or coating solution to stay waterproof for long.
You can get another panel for $100. Is it really worth hassling with?
