Here is the closest to your wants I've been able to find although you are pushing limits. Yes, a fan would be needed. Also, it should work well protecting individual RV appliances except for the invertor from higher charging voltages.

Thanks for looking that up. The input to 32v looks too low for my 230w panel which has 37Voc but runs at 34Voc in the sun, but then it gets confusing because when running on the solar controller it is more like 29v but that may be from the MPPT action where Vmp is 30.
Price is confusing--looks like he is also selling it for $12
