My guess is it is air conditioned inside the trailer and not where the black tank sits. So if it 90 degrees outside (and inside the black tank) and 70 degrees inside, When that 90 degree warm very moist air hits the cold dry air you will see it as steam or water vapor.
Use your toilet as intended. put some water in the bowl and go number 2. When you are done flush. That way you do not hold the flap open and allow all the smells in the tank to enter the camper.
