Not necessarily. You can easily plumb an RO system so that the waste water (aka brine) flows back into the fresh water tank.
The brine is "saltier" and has a higher TDS (Total Dissolved Solids) level than the original water, but you won't be drinking that anymore with an RO system.
I've used an RO setup like this for several years. Works like a champ. As far as an RO system being "unnecessary", I've been to a number of campgrounds where I have been very glad I had the system.

On the other hand, if you're just a Weekend Warrior, then bottled water might be just fine.
