Installed new carb yesterday, same thing.
Decided to take apart all fuel system upstream of the carb one more time (already cleaned the tubes and replaced fuel pump before), and realized I missed the little fuel shutoff petcock. Tried to blow some air through and it was almost completely blocked. It is not really possible to repair that thing but I've taken it apart and found one of the passages clogged with white oxidation-type material.
New petcock is on order and I will post as soon as I replace it.
