Our coach is a 2003 model year, probably built in 2002. I mention that because if your step is OEM, it's probably covered by Manual 875, and a new step by Manual 888. Best I could tell from trying to work on an "875" step with an 888 manual, it was the control box and gearing arrangement that changed. But I don't know about the rest of the step. That big steel part...
You of course need to find out if two-step doesn't extend too far, and hit the site pad before it's fully extended. I can tell you how far our 40 Series two-step drops but I don't know what the series differences are.
The other thing for me, would be "Does the 32 step's mounting bolt pattern match my 28's pattern?"
I don't know if this "Identification Guide" will help you, but I notice that the "28" and the "32" step assembly part numbers both begin with the same group of digits, then "28" or "32"
