Coleman Mach 3 rooftop ac

Having issues with Fan Motor. Motor would hum and not start up on low cool. Found bad run capacitor. Replaced all capacitors. Now fan will only start on "High Fan" setting. Also bogs down and stops when compressor set to cool. Compressor not starting up completely either at that point.
