No, it does not require a main as long as there is less then 6 breakers to shut power completely off.
I would install a 30 TT receptacle for your rig and a 20 amp breaker for the barn if it is wired with #12. If you are not sure of the wire size go with 15 amp for barn system.
Main panel is normally the one adjacent to the electrical meter. A sub panel would be any panel fed off the first panel.
This panel will do what you want without breaking the bank. It will need the optional ground buss. I would verify the need for the optional ground buss as some panels come with a screw to bond the split neutral buss to the housing. You would have to remove the main bonding jumper.
