I would install as provided in the 2005 NEC article 250.32 (B) (2).
Install your ground rods, connect the ground rod to the Grounded (neutral) conductor coming from the service with a main bonding jumper.
This is some what different from my original answer. I was going by memory as 2005 made many changes to art 250.
Your standard receptacles must be GFCI or should be.
This will be the easiest and safe.
