I always was told and taught not to bond the neutral and ground at sub-panels as that puts some of the load on the ground. As I noted this was change in the 2005 NEC.
I do not know what kind of wire, aluminum or copper that is buried on your place. If aluminum there is always a chance of corrosion causing open neutrals. Copper is less susceptible to this.
On your side of the state, the ground will be far better then here. I think if your wire is aluminum, bond the system. If copper don't.
