I am assuming your two 6VDC batteries are really connected in SERIES not PARALLEL. Probably a TYPO...
They should be connected like this drawing which will give you 12.0VDC at around 220AHs of battery capacity... You should be able to draw 12.0VDC@25AMPS for 440 minutes (over 7 hours) with this setup.
A fully charged battery should read 12.6-12.7VDC and you should never drop this below 50% charge level which is around 12.0VDC otherwise you may do damage to your batteries.
Consider this handy chart showing DC VOLTS verses STATE OF CHARGE
If the DC voltage is dropping to 11.0VDC and lower it almost indicates you are using to small of battery cables between the batteries and the 12VDC Power Distribution Panel or the batteries are not charged up to their at least 90% charge state to start off with...
I start my day/night run off the batteries with 12.6 VDC and I can draw 22-23AMPS consistently out of my 255AH capacity battery bank for 4 hours or so in addition to my parasitic drain over night and my battery bank is right at 12.0VDC at 8AM the next morning when I re-charge it back up to their 90% charge state.
