going from 11 to 9 voltsThis sounds like a bad battery or they are not being charged. Even though they are new have the batteries load checked.
The volts at the battery read over 12First decimals like 12.7 matter. Buy an inexpensive digital voltmeter. Was it plugged in and charging at the time? In which case the voltage should be 13.4V+ at the battery.
It also sounds like the batteries are not being charged by the charger and getting inadequate charge from the solar. What size solar? Disconnect the solar and read read the battery voltage after running the pump etc.
I assume you meant the 6's are in series, not parallel. Buy a decent hydrometer and measure the SG to determine the charge.
volts at the battery read over 12, but on the trailer side of the intellipower we get a reading of 10.5This suggests that there is blown fuse, open CB or bad wiring between the two. Also 10.5V is inadequate for the charger.
