If this is the PRIMARY fuel filter/water separator and you have a secondary fuel filter (fine filter) a 9 is perfect.
It is actually much better than a 3 primary and 2 or 3 secondary.
Sure if only one filter or if this were your secondary filter, I agree this is not what you want.
