duo-therm a/c does not start

Please do not get the wrong idea about me. I am just getting frustrated trying to get this thing up and going before my next travel plan. I did jump the blue and black wires as dougrainer had suggested but no results. I then swapped the power boxes front and rear with only the rear still working as before. I know that 120V is getting to the Romex going into the board but cannot verify if it goes through the board. Where else can I use a voltmeter to verify the power is not getting past there? By swapping the boxes if I get power to the board input how is it not powering past that point? Can I test up top to see if power is getting there but not to the vital components?
I can't understand how it worked while on shore but now doesn't work at all, shore or GEN. Could this be connected to the communication cable?
