Beside squeezing out their own people and abusing the environment to the limit and beyond, they are also stealing - A LOT. It's easier/cheaper to make a clone without having to invest in R&D. Chinese government-sponsored industrial espionage is booming.
A poor guy mailing out those $3 meters is trying to make a few cents, without having to run a store and pay taxes. Maybe even working at that factory, and has an employee discount (or even stealing).
Situation similar to somebody selling electronics or designer clothes stolen from a warehouse or factory - and consider that the factory had essentially stolen it already, copying somebody else design. It doesn't surprise you when that guy at the corner is selling at the fraction of "normal" cost, so why does it surprise you this time?
