Doubt whether a GFI circuit breaker would help. Arc suppressor maybe.
You need to contact the power supply company. Request them to investigate their system to see if they show a fault condition in their equipment.
They could be a recorder on the service to check for voltage issues.
Get a good electrician, maybe even power company will do it, check your electrical service. Could be issue with bad neutral or main bonding jumper or ground connection.
