Wrong. Even with a dead battery, your converter powered by the 120v should have supplied the 12v.
All you did was put in a new battery, (which was needed most likely), but with no converter working that battery will also soon die.
With 120v on, measure the voltage at the battery posts. It should be at least 13.6v if the converter is working and the "12v" juice is getting as far as the battery.
