You have a open ground or high resistance ground and that can be anywhere from the plug (tested OK) to the frame. Find and correct this. Many times this is due to faulty plugs, adapters or power cords.
Once found then you may have a ground fault that will trip a GFCI, so plug into a GFCI and check.
