Why?

When the ground is open the RV chassis will float UP TO A voltage level of 1/2 x 120 VAC = 60 volts by virtue of Capacitive Coupling (Hot to Chassis and Chassis to Neutral). The actual voltage will be less then 60 VAC depending on the resistive leakage paths that might exist to earth.
