FENDER FLAIR MOUNTING?

Repairing damage from a blow out on rear trailer wheel. The gray plastic wheel well trim came loose. I see only one screw mounting hole at each end and it is caulked along the seam. I will try to remount using a fender washer. Is, or was, there some other mount I am missing? Seems flimsy to me.
