fuse in the battery compartment?
One last issue with my solar install: The controller manual says the fuse needs to be no more than six inches from the battery terminal. That would locate it inside the battery box under the steps...

Your lack of understanding electricity shows. If a short circuit occurs between the battery and the fuse location, there is no protection with that fuse. The current will flow from the battery to ground and possibly blow up the battery or the wire will catch fire with catastrophic results.
