fuse in the battery compartment?
One last issue with my solar install: The controller manual says the fuse needs to be no more than six inches from the battery terminal. That would locate it inside the battery box under the steps...

Actually you have that backwards. The fuse(s) should be as close to any power source(s) (battery, solar, etc) as possible. Any wire between the source and the fuse is unprotected from excessive current should a failure occur between the source and the fuse.
