generac guardian generator carburetor solenoid

generac guardian rv generator. I think the carburetor solenoid is not working. It is not a plunger type solenoid. I put direct 12 volts to it and no clicking or movement. I read a comment "The solenoid shuts off the fuel being drawn into the engine by vacuum pressure" that tells me there is no vacuum to suck fuel in and i am also getting no fuel to the spark plug, always dry. have spark. clean carb clean fuel, please help. is the solenoid bad? I was getting it to fire by spraying fuel down its throat, wont do that anymore. I gotta think its the solenoid
