If it's NOT an "Inverter Type" yes it should run at a constant RPM, probably 3600. But... with a load, like A/C compressor running, it needs the throttle open to make the power to hold that 3600. Then say the compressor cycles off. Still 3600, but the carburetor is using its "idle circuit." Is it surging/hunting under load, at idle (no load) or all the time? Probably a completely different arrangement, but let me mention the Honda engine on our pressure washer. At "idle" (trigger on washing wand not squeezed) it surged. Under load (washing), no surge. Turned out the idle stop screw wasn't set high enough. Throttle was totally closing and the governor would catch it. Then it'd try to idle again, close totally, governor catch it - Surging.
