It is dirt in the main jet.
This is a normal and common problem with the Honda and Honda clone carbs. They are a decent carb but the main jet is prone to getting clogged.
The main jet can be removed and cleaned which is really the only way to correct the problem. Sitting the carb in cleaner will not remove the debris nor will dumping sea foam into the gas.
Worst comes to worst, you can buy the clone carbs for less than $20.

You also may wish to do a search for cleaning a Honda carb for hints. Lots of videos on the subject.
