Well ... you might want to consider believing it. Try getting caught in CA with "protection" squirled away on your person .... and permits to legally do it are hard to get. That's just the way I want it.
By the way how many states have a "Prop 13" equivalent? That has saved the bacon of many here in CA who just happen to love living here and want to keep doing so well into their fixed income retirement.
Not questioning any other part of your post except for the pistol concealment by amateurs. If you meant to say that people are not walking around with non-permitted pistols I still don't believe it. I do believe that California is a tough state to get permitted. I am also not questioning the penalty of being caught without a permitted weapon.
