Read the thread - you asked about Dash Cams. Period. Some have GPS to allow speed info to be recorded on the video. Some also, I believe, use GPS to allow reconstruction of location in the recorded video.
No Dash Cam, of which I am aware, serves also as a NAV. That said, there are some combined units that were not even mentioned here.
Also, there certainly are Dash Cams with GPS available for under $150.
